The short answer

The HS code for new rubber tires is heading 4011. Car, SUV and van tires are 4011.10, bus and truck tires 4011.20, motorcycle tires 4011.40 and bicycle tires 4011.50. In the US a radial car tire is 4011.10.10 at 4 percent and a radial truck tire 4011.20.10 at 4 percent. Both are covered auto parts, so a 25 percent Section 232 duty usually applies on top.

A tire fitted on a road wheel is entered as a wheel assembly under 8708.70, not as a tire, so the code and the 232 treatment both change.

Tire tariff by country of origin in October 2026

The figures are for a radial passenger tire under 4011.10.10 at the 4 percent general rate, read from the Chapter 99 headings of the current HTSUS. Because Section 232 goods are outside the July 2026 layer, that layer is not added to covered tires. Anti-dumping and countervailing duties come on top where an order exists, at a cash deposit rate set for the exporter, so they are listed separately rather than averaged.

Read it as a sourcing table. On a $150,000 container of radial passenger tires the duty before any deposit is $81,000 from China, $43,500 from Thailand or Vietnam and $22,500 from Japan or the EU. The anti-dumping deposit then depends on the named producer, which is why the factory belongs in the product record next to the code. New pneumatic rubber tires go to 4011. Used and retreaded tires, solid and cushion tires, treads and flaps go to 4012. Inner tubes are 4013. A tire mounted on a wheel leaves Chapter 40 for 8708.70.

Radial or not, and what rim?

Radial construction picks the 8-digit line, usually 4 percent against 3.4 for bias. The rim diameter, or light truck versus other, sets the 10-digit statistical suffix.

Where was it made, and by whom?

Origin sets the Section 232 rate and the Section 301 rate. The producer sets the anti-dumping or countervailing deposit where an order covers that country.

The anti-dumping orders that follow the HS code

Tires carry more trade remedy orders than almost any other consumer product. Passenger vehicle and light truck tires from China have had anti-dumping and countervailing duty orders since 2015. In 2021 Commerce added anti-dumping orders on the same tires from South Korea, Taiwan and Thailand and a countervailing order on Vietnam, and the ITC opened five-year sunset reviews of those 2021 orders on June 1, 2026. Truck and bus tires from China have been under orders since 2019, and an anti-dumping order on truck and bus tires from Thailand applies from December 17, 2024 with an all-others cash deposit of 8.31 percent.

Scope is written by product description with the HTS lines given for convenience, so a code alone does not settle it, but a wrong code is how most tire entries get flagged in the first place. The deposit rate is specific to the producer and exporter, which is why a tire record needs the code, the origin and the factory together. Where tire classifications go wrong

The mistakes are predictable. A light truck tire filed under 4011.10 as a passenger tire, when LT construction for a pickup or van goes to 4011.20.10.05. A trailer or ATV tire filed with car tires instead of 4011.90, where the rate and the 232 status differ. A wheel and tire assembly entered as two tires when it is one wheel under 8708.70. Retreads filed as new tires, or used casings filed as scrap rubber in 4004. Each is a line CBP can correct after liquidation with interest, and under 19 USC 1484 the importer of record carries the duty of reasonable care whoever chose the code. What it costs to classify a tire catalog
